Hello, I will try to explain as much as possible to make it very clear. I have an old topic here, I did all the tests that had told me in the other topic.
This is the old topic I referred to ->
https://www.eksimracing.org/forum/index.php?topic=4961.0I used Windows 10 in Insider Preview mode to receive the news first to precisely anticipate certain problems, as I work with computers I always try to keep up with the news but after this little problem I stopped using this type of resource because I am a virtual pilot but this new version of Windows will probably come to everyone by the end of May now and I decided to wait a few weeks to see if this delay on the display had been resolved but unfortunately not.
If you could test it would be great, you can make the change and then return by Windows itself to the previous version you were in, you have to go to -> Windows Settings in the start menu - Update and Security - Windows Insider program - activate the option to receive the builds in slow mode after restarting the PC you search for the update that will appear in the Windows 10 bulid 2004 version.
Here is a video explaining more or less how to update Windows 10 build 2004 ...
https://www.youtube.com/watch?v=oOlRvuEBG88I did everything you asked for, tried all the settings inside the software trying to adjust the delay options but without success, tested on 3 different motherboards trying to see if the problem was with my machine but I believe it is not.
Finally, yesterday after I updated Windows I went to test and as you already know it didn't work but then I remembered that I had VDASH-EMU that runs on the android phone, ready I thought now it will work here until it solves itself or I know it but unfortunately it didn't work either, I made some recordings and put it here to see on both devices.

I also made a recording of the normal RPM in the current version of Windows 10 build 1909
