Open source simulation under development, the API is really poor for now. You need to edit the RoR.cfg file in ../Documents/Rigs of Rods 0.x/config/ directory and add this:
OutGauge Delay=1
OutGauge ID=0
OutGauge IP=127.0.0.1
OutGauge Mode=2
OutGauge Port=45522
The simulation use UDP for sending data. The UDP Port can be edited using the Plugins Manager (see the screenshot) and must correspond to the OutGauge Port enter in RoR.cfg
